Curbing free speech still more, authorities arrest two opponents over comments made in public

first_imgNews Help by sharing this information VenezuelaAmericas Organisation New wave of censorship targeting critical media outlets RSF_en August 25, 2020 Find out more The arrests of two well-known opponents of President Hugo Chávez for statements made in public, together with the government’s recently declared intention of regulating the Internet, have raised serious concerns about the future of free speech in Venezuela.Given the government’s tendency to treat any criticism or verbal attack as an act of “conspiracy against the state,” one wonders whether Venezuelans are still allowed to say anything at all about their country and their president.The first to be arrested was former Zulia state governor Oswaldo Álvarez Paz, who said during an 8 March interview on Globovisión, a privately-owned TV station critical of the authorities, that “Venezuela has become a drug-trafficking hub.” He has been held since 22 March and is facing two to 16 years in prison on charges of inciting crime, conspiracy and spreading false information.The second was Globovisión owner Guillermo Zuloaga, who criticised the government at the Inter-American Press Association’s annual meeting on the nearby island of Aruba on 21 March, condemning “the lack of free expression when a government uses its force to repress and close media, when there are more than 2,000 ‘cadenas’ and when the president uses his authority to manipulate public opinion”. Arrested on 25 March and granted a provisional release the same day, subject to his not leaving the country, Zuloaga is facing six to 30 months in prison on a charge of insulting the president (the penalty being increased by a third when the insult is voiced in public) and another two to five years in prison for “inciting collective panic by means of false information through the press.”The charges brought against Álvarez are doubly unfounded. How on earth could his comment be regarded as “inciting crime” or “conspiracy”? There are also absolutely no grounds for accusing Zuloaga of “inciting collective panic.” The charge of insulting the president – a monarchic heritage that has been abandoned or repealed in most democratic countries – results in an almost automatic conviction. It is also questionable whether Venezuela’s courts have jurisdiction over Zuloaga’s case as his comments were made in Aruba, a separate country. The prosecution should have been brought before an Aruban court.Zuloaga, who has other prosecutions pending, has a fraught past. Along with other media owners, he supported an attempted coup d’état against Chávez in April 2002 but was never tried in connection with his actions at the time although arguably they could have constituted grounds for a conspiracy charge. “Bombard the network”The government is meanwhile again using political score-settling as grounds for tightening its grip on the media at time when it is in difficulty and facing discontent. President Chávez now wants government controls to be extended to the Internet and is about to launch his own blog.A president has a right to start a blog but does he have to justify his initiative by vowing to “bombard the network”? A president is supposed to guarantee civil peace, but Chávez’s bellicose vocabulary sounds like the “incitement” that he has accused his foes of practising.The pledge of an Internet offensive was made in response to the posting of false information on the Noticierodigital website’s forum section. The information, which was quickly withdrawn, was posted by visitors to the site, not by the site’s staff, whose good faith has never been in question.There are no grounds for the heralded controls over the Internet, which reflect the government’s pointless and dangerous desire to establish its complete ascendency over the media. It is impossible to completely prevent false news and information from being disseminated. And what are the definitive criteria of truth anyway? The Ministry of Tourism has provided up to HRK 25 million for public tourism infrastructure

first_imgThe program will co-finance projects for the arrangement of sea and other beaches, the continuation of construction, extension, reconstruction or adaptation, and multimedia equipping of visitor centers and interpretation centers and public tourist infrastructure in the function of active tourism. The Ministry co-finances up to 80 percent, or up to 90 percent of the eligible / eligible costs of implementing an individual project. The maximum amount of co-financing will depend on the development index of local and regional self-government units – so I. and II. development group of regional self-government units and I., II., III. and IV. the group of development of local self-government units have the right to co-financing projects in the amount of up to 90 percent of eligible / eligible costs, and other groups up to 80 percent of eligible / eligible costs. “Sustainable tourism is based on quality management of all segments within the destination, not only tourist offers and products, but also tourist and other public infrastructure. That is why through this program we want to continuously encourage investment in creating a new attractive base and a more even spatial distribution of demand. So far, this Government has co-financed 267 projects with almost 90 million kuna through this program, and I believe that this year this program will prepare numerous projects that will increase the tourist attractiveness of destinations, and thus the competitiveness of all Croatian tourism., stressed Tourism Minister Gary Cappelli. For beach projects, the minimum amount of support is HRK 200.000,00, and the maximum is HRK 1.000.000,00. For co-financing the continuation of visitor centers and interpretation centers, the amount ranges from a minimum of HRK 100.000,00 to a maximum of HRK 1.000.000,00 of support. The Ministry of Tourism announced Public Call for submitting applications for the allocation of grants under the Program for the Development of Public Tourist Infrastructure in 2020, for which up to HRK 25 million has been provided for local and regional self-government units. The public call is open until May 1, 2020. The Ministry continues to co-finance the arrangement and marking of existing and new cycling, walking and riding routes, procurement and installation of service stations for bicycle repair, procurement and installation of bicycle / traffic counters and arrangement of cycling rest areas / lookouts on cycling routes. The funds are intended for regional self-government units – counties. The minimum amount of support is HRK 100.000,00, and the maximum is HRK 500.000,00 per project. Pinterest Wants You To Be Your Own Advertiser

Now there’s an offering scaled just to them—a new do-it-yourself Promoted Pins tool.Pinterest for Business was launched 18 months ago and in that time the social discovery platform has made it so anyone, from big-time corporations to teensy personal blogs, can sign up for a business account. Since last October, Pinterest has been testing Promoted Pins, a way for those businesses to pay for their pins to show up in relevant searches and user feeds. Promoted Pins don’t come cheap though—Ad Age reports that Pinterest is looking for $1 to $2 million commitments for cost-per-impression deals. Needless to say, small businesses don’t exactly have millions to spend. A self-serve alternative may be a simple way for Pinterest to scale its offering. Is This Pinterest’s “Wild West” Moment?Pinterest’s Promoted Pins ad product costs quite a bit. My recent conversation with Joanne Bradford, head of partnerships at Pinterest, shed a bit of light onto why. “Partnerships [with brands] aren’t just, ‘Go get ad dollars.’ That’s not how we think about it here,” she said. “We’re really about teaching partners how to be their best on Pinterest.”See also: How Pinterest Is Slowly Learning To Make MoneyOutreach takes time and manpower. It’s a work in progress and Bradford continues to hire community managers all over the globe. Partnerships that require educating companies are, by definition, not very scalable.  In that regard, self-serve ads for the masses are the fast and dirty approach. That’s essentially how Google made most of its money with its keyword auction real-time bidding network. For Pinterest, instead of initially coaching companies on how to best use the platform, it can just monitor the ads from small and medium businesses as they come in. Unlike Promoted Pins, Pinterest’s new self-service ad platform is cost-per-click, not cost-per-impression. With that sort of pricing model comes a certain kind of desperation from would-be ad buyers. If you look at the companies on Facebook and Google who use cost-per-click, they’re less about “beautiful” and more “made you look.” Anything goes in the Wild West.“In the absence of a formalized ad channel, social networks are like the Wild West,” said Apu Gupta, CEO of Visual Web analytics platform Curalate. “Brands do whatever they want to garner attention—whether or not it’s in keeping with what the networks aspire to. I believe that creating a formalized channel for placing ads will ultimately help prevent spam by enabling Pinterest to monitor what types of ads go out.”Of course, Pinterest isn’t going into this blindly. Don Faul, Pinterest’s head of operations who oversaw the new tool’s development, formerly launched the self-serve ad tool at Facebook in 2008. Dozens of Pinterest employees came from Facebook. Still others came from one of the other largest self-serve ad platforms, Google—including CEO Ben Silbermann. They have seen firsthand what happens when cost-per-click ads get ugly. Perhaps they’re trying for a redo. A Need For SpeedThe self-serve Promoted Pins tool isn’t officially open for business. Right now you can register to be on the wait list. According to Pinterest, only a few small to medium brands are testing it. It’s par for the course for Pinterest to go slow and steady on new features. But when you consider that Pinterest tested the first Promoted Pins for six months prior to launch, the announcement of a self-serve tool two months later seems downright speedy.  See also: Pinterest Rolls Out ‘Promoted Pins’ Ads—But No AdvertisersThere are two reasons this might be happening, one good and one bad.Starting with the negative, perhaps Promoted Pins have not performed to Pinterest’s expectations. Asking for $1 to $2 million is a lot, even for a big company, if the return on investment isn’t great enough. Since Pinterest has shown it cares more about the user’s experience than making brands happy (through conservative pin promotion and extensive audience testing), big brands might feel like they can get a better deal and more exposure somewhere else. A cheaper self-serve alternative might be just the ticket.  On the positive side, this might be Pinterest employees’ Google roots coming out. Even today, Google ads are democratic. The search engine wasn’t built by huge brands, but by small businesses hoping for a little exposure that were willing to take a chance. It’s hard to tell how Pinterest will look once it opens the advertising floodgates. ‘217 farmers ended their lives since 2011’

first_imgPratima Kuikuri and Sanatan Dhara travelled all the way from Hooghly and Purba Bardhaman districts respectively to take part in a farmers’ rally called by All India Kisan Sabha (AIKS), the peasants’ wing of the Communist Party of India (Marxist), at Kolkata’s Rani Rashmoni Avenue.Both Ms. Kuikuri and Mr. Dhara have lost someone close to them to “agrarian distress” in the State. Sharing her plight with the gathering, Ms. Kuikuri said: “I have come all the way from Tarakeshwar in Hooghly. My husband was a potato farmer. He had a loan of ₹3 lakh.”Mr. Dhara said his brother Dinobandhu Dhara “killed himself” on May 29, 2015, after his crop, cultivated on 5 acres of land, failed.The rally, organised recently, aimed to highlight the crisis being faced by farmers in the State. Representatives of AIKS brought family members of more than 40 farmers who had killed themselves in the State since 2011 when the Trinamool Congress came to power.Gayatri Malik from Bardhaman and Asha Durlad from Haripal in Hooghly, whose husbands had ended their lives, were also on the stage. “We do not have much education to speak on stage, but we have not got any help from the State,” Ms. Malik said.According to the AIKS, 217 farmers have killed themselves in West Bengal since 2011 due to farm distress. In 2019, as many as 22 farmers ended their lives till August-end, claimed AIKS members.AIKS State secretary Amal Halder said that out of 217 deaths, 150 had been reported in Bardhaman alone. Mr. Halder, a central committee member of the CPI(M), said Bardhaman (both Purba and Paschim) and Hooghly are the worst-affected by agrarian distress.“Do not take your own lives, instead fight against those who are putting you in such a situation. It is better to die fighting, taking a bullet from police than wasting your life in helplessness,” an AIKS leader said while addressing the gathering.‘Multiple reasons’ Dismissing the allegations, West Bengal Agriculture Minister Asish Banerjee said that the CPI(M) and its farmers’ front are spreading lies. “Not a single case of farmer ending their lives due to agrarian distress has come to our notice since the change of government in 2011,” he said. The Minister said multiple reasons such as ailments and family problems have led to farmers’ death, but not agrarian distress.According to data on accidental deaths and people killing themselves in the country, published by the National Crime Records Bureau, in 2015, West Bengal recorded 14,310 deaths, the third highest after Maharashtra and Tamil Nadu. Would it shock anyone if this started playing at Rupp before games? Not us.
